| Planning Section |
- Oversees the administration of the jurisdiction of Fixed Radio communications Division Coordination Section Task 1 - A (outside the jurisdiction of the Promotion Section), and B to D, regarding radio stations on land, satellite, and/or rocket, which do not belong to other sections' jurisdictions, known as "Mobile Communication related radio stations".
- Coordinates the division regarding design and implementation of Law Ordinances, and all other judicial affairs.
- Coordinates the division regarding the process of technical matters for radio stations
- Coordinates the division creating blueprints for maintenance and distribution of equipment and articles for radio station inspections.

Develops practical use of radio methods regarding Mobile Communication related radio stations (outside the jurisdiction of the other sections). |
| Promotion Section |
- Responsible for furthering and promoting the radio stations for the Intelligent Transport Systems.
- Responsible for the administration of the above, and coordinates communication with related organizations

| First Service Section |
- Responsible for the following administrations for the Mobile Communication related radio stations opened by government offices and described groups in the Radio Law Article 5-1 (2), and those who are starting a telecommunication business.
- A. Fundamental regulations for the radio stations from a social, economical, and operational point of view.
- B. Defines examination regulations, conducts examinations, and provides licenses from a social, economical, and operational point of view.
- C. For license applications: Operations of radio stations (outside the penalties under the jurisdiction of the Radio Law Ordinances Violation).
- D. For inspections of radio stations: Defines inspection regulations, carries out the inspection, and conducts all other supervision of the radio stations from an operational point of view (outside the jurisdiction of the Electromagnetic Environment Division).
- E. Creating and managing the radio station ledgers.

- Responsible for following administrations regarding Mobile Communication related radio stations (outside the jurisdiction of the First Service Section).
- A. Fundamental regulations for radio stations from a social, economical, and operational point of view.
- B. For license applications for radio stations: Defines examination regulations, conduct examinations, and provide licenses from a social, economical, and operational point of view.
- C. Operations of radio stations (outside the penalizing under the jurisdiction of the Radio Law Ordinances Violation).
- D. For inspections of radio stations: Define inspection regulations from operational point of view, carries out the inspection, and conducts all other supervision of the radio stations from an operational point of view (outside the jurisdiction of the Electromagnetic Environment Division).
- E. Creating and managing the radio station ledgers.

- Responsible for the following administrations regarding Mobile Communication related radio stations using the frequencies less than 770MHz.
- A. Fundamental regulations for opening radio stations, from a technical point of view.
- B. For license applications of radio stations: Defines the examination regulations, conducts examinations, and provides licenses from a technical point of view.
- C. Defines technical regulations of the radio equipment.
- D. Activities regarding Conformity Certification (outside the jurisdiction of the Electromagnetic Environment Division).
- E. Defines technical regulations on the removal of the interference.
- F. For inspections of radio stations: Defines the inspection regulations from a technical point of view, carries out the inspection, and conducts all other supervision of the radio stations from a technical point of view (outside the jurisdiction of the Electromagnetic Environment Division).
- G. Creating blueprints for maintenance and distribution of equipment and articles for radio station inspections (outside the jurisdiction of the other sections).
