  1. Radio Policy Division

    This division makes plans, designs, and promotes the general policies for the radio use, allocates the frequency, and executes radio operators certifications system.

  2. International Frequency Policy Office, Radio Policy Division

    This division corresponds internationally to coordinate the frequency.

  3. Spectrum User Fee Office, Radio Policy Division

    This division executes tasks of Spectrum User Fee and Comprehensive Radio Station Administrative System

2.Radio Policy Division

Planning Section
  1. Plans, designs, and promotes the general policies for effective use of radio waves (except for the jurisdiction of Development Section).
  2. Promotes the radio use.
Policy Section Plans, designs, and promotes the general policies for licenses operations and inspections of the radio stations under the Radio Department's jurisdiction (except for the inspections of quality of radio wave, radio monitoring, cessation of emission operation and inspection of radio stations during inspection of qualith of radio wave).
Development Section Plans, designs, and promotes the general policies for technologies for effective spectrum use.
First Frequency Assignment Section
  1. Assigns frequencies over 15.4GHz (except for the jurisdiction of the International Frequency Policy Office).
  2. Communicates with overseas administrations on spectrum use and interference on frequencies over 15.4GHz (except for the jurisdiction of the International Frequency Policy Office).
  3. Communicates with International Telecommunication Union (ITU) on spectrum use and interference (except for the jurisdiction of the International Frequency Policy Office).

Second Frequency Assignment Section

Third Frequency Assignment Section

  2. Communicates with overseas administrations on spectrum use and interference on frequencies not more than 770MHz (except for the jurisdiction of the International Frequency Policy Office).
  3. Coordinates the regional frequency assignments.
  4. Oversees forecast and warnings on propagation of radio wave.

3.International Frequency Policy Office, Radio Policy Division

Section Responsibilities within the Jurisdiction
International Policy Section
  1. Plans international policies and implements them to secure the frequencies
  2. Coordinates international administrations concerning usage of frequencies.
International Coordination Section
  1. Coordinates radio stations to be installed on the satellite, and specifications of the frequencies for the other radio stations to be used for the communicating with the satellite radio station.
  2. Communicates with ITU and relevant overseas authorities regarding the use of the frequencies between the radio stations at the satellite, and the corresponding stations on the ground.

4.Spectrum User Fee Office, Radio Policy Division

Section Responsibilities within the Jurisdiction
Fee System Section Oversees Spectrum User Fee Radio Station Database.
Radio Station Database System Planning Section Oversees the creation and management of comprehensive radio station management files (outside the jurisdiction of the Radio Station Database System Management Section and Collection Management Section).
Radio Station Database System Operation Section Responsible for operations regarding the creation and management of the comprehensive radio station management files (outside the jurisdiction of the Collection Management Section).
Electronic Application Management Section Responsible for electronic applications to the comprehensive radio station management files.

5.Fixed Radio Communications Division

Section Responsibilities within the Jurisdiction
Coordination Section
  1. Responsible for administrative tasks of radio stations on land which are not in operation during transit, and radio stations at the satellite. (Within the above criteria, the jurisdiction excludes the radio stations in the following: the stations that aim to communicate with land mobile units, such as automobiles, and their associated stations. In addition, any station under the jurisdiction of the Satellite Land Mobile Communications Division and the Broadcast Administrative Station is also excluded. These are known as "Fixed Radio Communications Related Radio Station" in the following texts). The following is a list of their responsibilities:
    • A. Plans, designs, and promotes policies for furthering and the promotion of radio use (outside the jurisdiction of Public Safety Radio Communications Office).
    • B. Oversees Radio Law and Ordinance violations (outside the jurisdiction of the Electromagnetic Environment Division).
    • C. Oversees administration for compensations based on the specification changes of the frequencies or the electricity of antennas, and the change of orders for installing locations of the satellite radio equipment.
    • D. Responsible for coordination of inspection planning.
  2. Prevents the hindrance and obstruction of important radio communication paths.
  3. Coordinates the division regarding design and implementation of Law Ordinances, and all other judicial affairs.
  4. Coordinates the division regarding the process of technical matters for radio stations.
  5. Coordinates the division regarding creating blueprints for maintenance and distribution of the equipment, and articles for radio station inspections.
  6. Oversees the supervision of the nonprofit foundations and other organizations regarding the jurisdiction of this division (outside the jurisdiction of Public Safety Radio Communications Office).
International Affairs Section
  1. Oversees the following Administrations of Fixed Radio Communications related radio stations (outside the jurisdiction of Public Safety Radio Communications Office).
    • A. Plans, designs, and promotes the general policies from an international point of view.
    • B. Plans, designs, and promotes policies for furthering and promoting radio use from an international point of view.
    • C. Coordinates technical regulations of radio equipment.
Communications Section Executes the following administrative tasks regarding fixed radio communications related radio stations (outside the jurisdiction of the Public Safety Radio Communications Office and Satellite Communications Section).
  • A. Oversees fundamental regulations for the establishment of the radio stations.
  • B. Oversees license application for the radio stations, defines the examination regulations, conducts examinations, and provides licenses.
  • C. Operations of the radio stations (outside the jurisdiction of the Radio Law Ordinances Violation).
  • D. Defines technical regulations of the radio equipment.
  • E. Oversees Radio Law Article 38-2(1) Technical Regulations Conformity Certification, referred as "Conformity Certification" in the following (outside the jurisdiction of the Electromagnetic Environment Division).
  • F. Responsible for definition of technical regulations for removal of interference.
  • G. For inspections of radio stations: Defines inspection regulations, execute the inspection, and conduct all other supervisions of the radio stations (outside the jurisdiction of the Electromagnetic Environment Division).
  • H. Creates blueprints for maintenance and distribution of equipment and articles for the radio station inspections.(outside the jurisdiction of the other sections).
  • I. Creating and managing the radio station ledgers.
Satellite Communications Section
  1. Oversees administrations within the jurisdiction of the Communications Section, Task 1 - A to I, regarding fixed radio communications related radio stations at satellite, and stations which are opened to communicate with them (outside the jurisdiction of Public Safety Radio Communications Office).

6.Public Safety Radio Communications Office

Section Responsibilities within the Jurisdiction
Disaster Prevention Communications Section
  1. This section deals with the following administrative tasks for the radio station which handles disaster prevention communications from the fixed radio communications related radio stations.
    • A. Plans, designs, and promotes policies for furthering and the promotion of radio use.
    • B. Conducts the research and investigation for the administrations in A.
    • C. In the Jurisdiction of Communications Section of Fixed Radio Communications Division, this section executes administrative tasks for Task 1 - C and I, and Task 1 - A, B, G tasks from a social, economical, and operational point of view.
  2. Responsible for emergency radio communications
  3. Oversees the supervision of the nonprofit foundations and other organizations for administrative tasks under Task 1 and 2.

7.Land Mobile Communications Division

Section Responsibilities within the Jurisdiction
Planning Section
  1. Oversees the administration of the jurisdiction of Fixed Radio communications Division Coordination Section Task 1 - A (outside the jurisdiction of the Promotion Section), and B to D, regarding radio stations on land, satellite, and/or rocket, which do not belong to other sections' jurisdictions, known as "Mobile Communication related radio stations".
  2. Coordinates the division regarding design and implementation of Law Ordinances, and all other judicial affairs.
  3. Coordinates the division regarding the process of technical matters for radio stations
  4. Coordinates the division creating blueprints for maintenance and distribution of equipment and articles for radio station inspections.
System Planning Section Plans practical use of radio methods regarding Mobile Communication related radio stations (outside the jurisdiction of the other sections).
System Development Section Develops practical use of radio methods regarding Mobile Communication related radio stations (outside the jurisdiction of the other sections).
Promotion Section
  1. Responsible for furthering and promoting the radio stations for the Intelligent Transport Systems.
  2. Responsible for the administration of the above, and coordinates communication with related organizations
First Service Section
  1. Responsible for the following administrations for the Mobile Communication related radio stations opened by government offices and described groups in the Radio Law Article 5-1 (2), and those who are starting a telecommunication business.
    • A. Fundamental regulations for the radio stations from a social, economical, and operational point of view.
    • B. Defines examination regulations, conducts examinations, and provides licenses from a social, economical, and operational point of view.
    • C. For license applications: Operations of radio stations (outside the penalties under the jurisdiction of the Radio Law Ordinances Violation).
    • D. For inspections of radio stations: Defines inspection regulations, carries out the inspection, and conducts all other supervision of the radio stations from an operational point of view (outside the jurisdiction of the Electromagnetic Environment Division).
    • E. Creating and managing the radio station ledgers.
Second Service Section
  1. Responsible for following administrations regarding Mobile Communication related radio stations (outside the jurisdiction of the First Service Section).
    • A. Fundamental regulations for radio stations from a social, economical, and operational point of view.
    • B. For license applications for radio stations: Defines examination regulations, conduct examinations, and provide licenses from a social, economical, and operational point of view.
    • C. Operations of radio stations (outside the penalizing under the jurisdiction of the Radio Law Ordinances Violation).
    • D. For inspections of radio stations: Define inspection regulations from operational point of view, carries out the inspection, and conducts all other supervision of the radio stations from an operational point of view (outside the jurisdiction of the Electromagnetic Environment Division).
    • E. Creating and managing the radio station ledgers.
First Technical Section
  1. Responsible for the following administrations regarding Mobile Communication related radio stations using the frequencies less than 770MHz.
    • A. Fundamental regulations for opening radio stations, from a technical point of view.
    • B. For license applications of radio stations: Defines the examination regulations, conducts examinations, and provides licenses from a technical point of view.
    • C. Defines technical regulations of the radio equipment.
    • D. Activities regarding Conformity Certification (outside the jurisdiction of the Electromagnetic Environment Division).
    • E. Defines technical regulations on the removal of the interference.
    • F. For inspections of radio stations: Defines the inspection regulations from a technical point of view, carries out the inspection, and conducts all other supervision of the radio stations from a technical point of view (outside the jurisdiction of the Electromagnetic Environment Division).
    • G. Creating blueprints for maintenance and distribution of equipment and articles for radio station inspections (outside the jurisdiction of the other sections).
Second Technical Section
  1. Responsible for administration regarding Mobile Communication related radio stations using frequencies over 770MHz.
    • A. Fundamental regulations for opening radio stations, from a technical point of view.
    • B. For license applications of the radio stations: Defines the examination regulations, conduct examinations, and provide licenses from a technical point of view.
    • C. Defines technical regulations of the radio equipment.
    • D. Activities regarding Conformity Certification (outside the jurisdiction of the Electromagnetic Environment Division).
    • E. Defines technical regulations on the removal of the interference.
    • F. For inspections of the radio stations: Defines the inspection regulations, execute the inspection, and conduct all other supervisions of the radio stations from a technical point of view (outside the jurisdiction of the Electromagnetic Environment Division).
    • G. Creating blueprints for maintenance and distribution of equipment and articles for the radio station inspections (outside the jurisdiction of the other sections).

8.Mobile Satellite Communications Division

Section Responsibilities within the Jurisdiction
Coordination Section
  1. Oversees the following radio stations including associated stations: Conducts administrations for Task 1 - C to E within the Jurisdiction of the Fixed Radio Communications Division, Coordination Section (outside the jurisdiction of the Information and Communication Policy Station).
    • A. Satellite radio stations which are opened to communicate with automobiles, shipborne, and other mobile units (except the Amateur radio stations described in the Radio Law Article 5-(2)ii).
    • B. Mobile radio stations which are opened on automobiles, shipborne, and other mobile units, or those for portable use. In addition, radio stations and receivers with fixed on-land open to communicate with these stations for both mobile and portable purposes, and relay from the radio stations described in A.
    • C. In addition to the radio stations described in A and B, radio stations open on land for communication with aircraft or shipborne.
  2. Coordinates the division regarding planning, design, and promotion used for radio usage policies.
  3. Coordinates the division regarding design and implementation of Law Ordinances, and all other judicial affairs.
  4. Coordinates the division regarding technical regulations of radio equipment.
  5. Coordinates analysis and management of references for responsibilities within the division.
  6. Coordinates the division regarding creating blueprints for maintenance and distribution of equipment and articles used for radio station inspections.
Aeronautical Section Responsible for the following administrations regarding radio stations to be launched on aircraft or on-land, to communicate with stations on other aircraft, including associated radio stations (outside the jurisdiction of the Satellite Business Section).
  • A. Fundamental regulations on opening radio stations
  • B. License applications for radio stations: Defines the examination regulations, conducts examinations and provides licenses.
  • C. Operations of radio stations (outside penalties under the jurisdiction of the Radio Law Ordinances Violation).
  • D. Defines technical regulations of radio equipment.
  • E. Activities regarding Conformity Certification (outside the jurisdiction of the Electromagnetic Environment Division).
  • F. Defines technical regulations on the removal of the interference.
  • G. For inspections of radio stations: Defines the inspection regulations, executes the inspection and conducts all other supervision of the radio stations (outside the jurisdiction of the Electromagnetic Environment Division)
  • H. Creating blueprints for maintenance and distribution of equipment and articles for the radio station inspections (outside the jurisdiction of the other sections).

  • B. License applications for radio stations: Defines the examination regulations, conducts examinations and provides licenses.
  • C. Operations of radio stations (outside the penalties under the jurisdiction of the Radio Law Ordinances Violation).
  • D. Defines technical regulations of radio equipment.
  • E. Conformity Certification (outside the jurisdiction of the Electromagnetic Environment Division).
  • F. Defines technical regulations on the removal of the interference.
  • G. For inspections of the radio stations: Defines the inspection regulations, executes the inspection, and conducts all other supervisions of the radio stations (outside the jurisdiction of the Electromagnetic Environment Division).
  • H. Creating blueprints for maintenance and distribution of equipment and articles for radio station inspections (outside the jurisdiction of the other sections).
  • I. Creating and managing the radio station ledgers.
  • J. Plans, designs, and promotes policies for the radio use.
Satellite Communications Business Section Responsible for administration under the jurisdiction of the Aeronautical Section Task 1 - A to J, regarding radio stations described in Task 1 - A and B under the Jurisdiction of the Coordination Section, including associated stations.
International Affairs Section Responsible for the following administrations of radio stations described in the jurisdiction of the Coordination Section Task 1 - A to C.
  • A. Plans, designs, and promotes the general policies from an international point of view.
  • B. Plans, designs, and promotes the policies of furthering radio usage from an international point of view.
Promotion Section Responsible for furthering and promoting radio usage for the radio stations described in the Task 1 - A to C under the jurisdiction of the Coordination Section.

9.Electromagnetic Environment Division

Section Responsibilities within the Jurisdiction
Planning Section
  1. Planning and design of the general policies of Electromagnetic Environment (except for the jurisdiction of the other sections).
  2. Coordinating the division regarding design and implementation of Ordinances, and all other judicial affairs.
  3. Oversees the supervision of the nonprofit foundations and other organizations regarding the jurisdiction of this division.
  4. Protects the consumer public's profit regarding jurisdiction of the Radio Department.
Biological Electromagnetic Environment Section
  1. Prevention or reduction of the possible effect of Radio Waves on human body (except for the jurisdiction of the Radio Monitoring Office).
  2. In addition to the above, all other matters with Biological Electromagnetic Environment.
Electromagnetic Obstruction Section
  1. Prevention or reduction of the damage from the radio effect on the radio equipment etc, excluding human body (except for the jurisdiction of the Radio Monitoring Office).
  2. Overseeing the supervision of the radio for Industrial Facilites Emitting Radio Waves (except for the jurisdiction of the Radio Monitoring Office).
  3. Promotion of the radio use for Industrial Facilities Emitting Radio Waves
  4. In addition to the above three tasks, all other matters regarding Electromagnetic Obstruction.
Technical Regulations and Certification Section
  1. Regulations and Certification System of the radio equipment (except for the jurisdiction of the International Certification Section).
  2. Notification to WTO based on the Technical Barrier for Trade regarding the radio equipment.
  3. Registeratoin of the business after the radio equipment inspection ruled in the Radio Law Article 10 (1).
International Certification Section
  1. Proper implementation of the agreement on mutual recognition between Japan and other countries(limited to concerned the radio equipment).
  2. In addition to the above, mutual recognition between Japan and other countries about the radio equipment.
Technical Development Section
  1. Development of the radio administrative equipment.
  2. Development of the radio administrative vehicle.
Technical Administrative Section
  1. Conducts the research and investigation of the Radio measuring technologies.
  2. Tests radio equipment, and calibration (except the jurisdiction of the Radio Monitoring Office).
  3. Installs the radio equipment and preparation of maintenance equipment, which are necessary for the jurisdiction of the Information and Communication Policy Bureau etc, and Institute for Information and Communications Policy.
  4. Coordinates the facility and distribution planning for the radio administrative equipment, which is necessary for the jurisdiction of the Information and Communication Policy Bureau etc, and Institute for Information and Communications Policy.
  5. Defines the standard within the Ministry for the radio technology related equipment, commodities, and materials.

10.Radio Monitoring Office, Electromagnetic Environment Division

Section Responsibilities within the Jurisdiction
Coordination Section
  1. Plans and designs the general policies of Radio Monitoring, outside the jurisdiction of other sections.
  2. Coordinates the office regarding design and implementation of Law Ordinances, and all other judicial affairs.
First Radio Monitoring Section
  1. Plans, designs, promotes and coordinates the following items.
    • A. Responsible for radio monitoring and correcting radio quality, and inspection of the unlicensed radio stations and equipment with use of high-frequency.
    • B. Responsible for prevention or reduction of the damage from radio on the radio equipment and other commodities, Radio Law Article 102-11 (1) Regulation for Non-Compliance Equipment, and 102-13 (1) Radio Equipment Using Specified Frequencies.
    • C. Stops the radio discharge from the radio stations, including the industrial facilities emitting radio waves.
    • D. Inspects radio stations by ordering to discharge the radio, and checks the quality of the radio or the electricity power of the antennas.
  2. Receives the reports regarding the previous task from A to D, from the following Regional Bureaus and give them appropriate instructions; Hokkaido Bureau of Telecommunications, Tohoku Bureau of Telecommunications, Kanto Bureau of Telecommunications and Shinetsu Bureau of Telecommunications.
  3. Coordinates the reports from the Regional Bureau of Telecommunications, including Okinawa Office of Posts and Telecommunications regarding the Task 1 - A to D.
Second Radio Monitoring Section
  1. Plans, designs, and promotes the matters on Task 1 - A to D under the jurisdiction of First Radio Monitoring Section.
  2. For Task 1 - A to D under the jurisdiction of First Radio Monitoring Section: Receives the reports from the following Regional Bureaus and give them appropriate orders; Hokuriku Bureau of Telecommunications, Tokai Bureau of Telecommunications, Kinki Bureau of Telecommunications, Chyugoku Bureau of Telecommunications, Shikoku Bureau of Telecommunications, Kyushu Bureau of Telecommunications and Okinawa Office of Posts and Telecommunications.
  3. Measures frequencies for the entrusted radio stations, including the industrial facilities emitting radio waves from the administrative tasks regarding the test and the calibration for the machinery of the radio equipment.
  4. Communicates with International Radio Monitoring Organizations.
Monitoring Facilities Section
  1. Facility planning and improvement of the Radio Monitoring equipment.
  2. Maintenance of the Radio Monitoring equipment.

Multimedia Mobile Communications Office (Telecommunications Bureau, Radio Department, Land Mobile Communications Division)
(Duties) Plans, Designs, and Promotes the policies of Multimedia Mobile Communication.

Aeronautical and Stratospheric communications Advancement Office (Telecommunications Bureau, Radio Department, Satellite Land Mobile Communications Division)
(Duties) Radio use etc. for the development of the stratosphere radio platform and FANS (Future Air Navigation System).
