2.Radio Policy Division

Section	Responsibilities
Coordination Section	Coordinates issues within jurisdiction of the radio department. Coodinates establishment technical regulations for radio wave. Coodinates researches and investigations on radio usage (limited to the Radio Department's jurisdiction).
Planning Section	Plans, designs, and promotes the general policies for effective use of radio waves (except for the jurisdiction of Development Section). Promotes the radio use.
Policy Section	Plans, designs, and promotes the general policies for licenses operations and inspections of the radio stations under the Radio Department's jurisdiction (except for the inspections of quality of radio wave, radio monitoring, cessation of emission operation and inspection of radio stations during inspection of qualith of radio wave).
Development Section	Plans, designs, and promotes the general policies for technologies for effective spectrum use.
First Frequency Assignment Section	Assigns frequencies over 15.4GHz (except for the jurisdiction of the International Frequency Policy Office). Communicates with overseas administrations on spectrum use and interference on frequencies over 15.4GHz (except for the jurisdiction of the International Frequency Policy Office). Communicates with International Telecommunication Union (ITU) on spectrum use and interference (except for the jurisdiction of the International Frequency Policy Office). Coordinates issues on frequency assignments (except for the jurisdiction of the Third Frequency Assignment Section). Assigns identification signals.

International Policy Section	Plans international policies and implements them to secure the frequencies Coordinates international administrations concerning usage of frequencies.
International Coordination Section	Coordinates radio stations to be installed on the satellite, and specifications of the frequencies for the other radio stations to be used for the communicating with the satellite radio station. Communicates with ITU and relevant overseas authorities regarding the use of the frequencies between the radio stations at the satellite, and the corresponding stations on the ground.

Coordination Section	Responsible for administrative tasks of radio stations on land which are not in operation during transit, and radio stations at the satellite. (Within the above criteria, the jurisdiction excludes the radio stations in the following: the stations that aim to communicate with land mobile units, such as automobiles, and their associated stations. In addition, any station under the jurisdiction of the Satellite Land Mobile Communications Division and the Broadcast Administrative Station is also excluded. These are known as "Fixed Radio Communications Related Radio Station" in the following texts). The following is a list of their responsibilities: A. Plans, designs, and promotes policies for furthering and the promotion of radio use (outside the jurisdiction of Public Safety Radio Communications Office). B. Oversees Radio Law and Ordinance violations (outside the jurisdiction of the Electromagnetic Environment Division). C. Oversees administration for compensations based on the specification changes of the frequencies or the electricity of antennas, and the change of orders for installing locations of the satellite radio equipment. D. Responsible for coordination of inspection planning. Prevents the hindrance and obstruction of important radio communication paths. Coordinates the division regarding design and implementation of Law Ordinances, and all other judicial affairs. Coordinates the division regarding the process of technical matters for radio stations. Communications Section	Executes the following administrative tasks regarding fixed radio communications related radio stations (outside the jurisdiction of the Public Safety Radio Communications Office and Satellite Communications Section). A. Oversees fundamental regulations for the establishment of the radio stations. B. Oversees license application for the radio stations, defines the examination regulations, conducts examinations, and provides licenses. C. Operations of the radio stations (outside the jurisdiction of the Radio Law Ordinances Violation). D. Defines technical regulations of the radio equipment. E. Mobile radio stations which are opened on automobiles, shipborne, and other mobile units, or those for portable use. In addition, radio stations and receivers with fixed on-land open to communicate with these stations for both mobile and portable purposes, and relay from the radio stations described in A. C. In addition to the radio stations described in A and B, radio stations open on land for communication with aircraft or shipborne. Coordinates the division regarding planning, design, and promotion used for radio usage policies. Plans, designs, and promotes the general policies from an international point of view. B. Plans, designs, and promotes the policies of furthering radio usage from an international point of view.
Promotion Section	Responsible for furthering and promoting radio usage for the radio stations described in the Task 1 - A to C under the jurisdiction of the Coordination Section.

9.Electromagnetic Environment Division

Section	Responsibilities within the Jurisdiction
Planning Section	Planning and design of the general policies of Electromagnetic Environment (except for the jurisdiction of the other sections). Coordinating the division regarding design and implementation of Ordinances, and all other judicial affairs. Oversees the supervision of the nonprofit foundations and other organizations regarding the jurisdiction of this division. Protects the consumer public's profit regarding jurisdiction of the Radio Department.
Biological Electromagnetic Environment Section	Prevention or reduction of the possible effect of Radio Waves on human body (except for the jurisdiction of the Radio Monitoring Office). In addition to the above, all other matters with Biological Electromagnetic Environment.
Electromagnetic Obstruction Section	Prevention or reduction of the damage from the radio effect on the radio equipment etc, excluding human body (except for the jurisdiction of the Radio Monitoring Office). Overseeing the supervision of the radio for Industrial Facilites Emitting Radio Waves (except for the jurisdiction of the Radio Monitoring Office). Promotion of the radio use for Industrial Facilities Emitting Radio Waves In addition to the above three tasks, all other matters regarding Electromagnetic Obstruction.
Technical Regulations and Certification Section	Regulations and Certification System of the radio equipment (except for the jurisdiction of the International Certification Section). Notification to WTO based on the Technical Barrier for Trade regarding the radio equipment. Registeratoin of the business after the radio equipment inspection ruled in the Radio Law Article 10 (1).
International Certification Section	Proper implementation of the agreement on mutual recognition between Japan and other countries(limited to concerned the radio equipment). In addition to the above, mutual recognition between Japan and other countries about the radio equipment.
Technical Development Section	Development of the radio administrative equipment. Development of the radio administrative vehicle.
Technical Administrative Section	Conducts the research and investigation of the Radio measuring technologies. Tests radio equipment, and calibration (except the jurisdiction of the Radio Monitoring Office). Installs the radio equipment and preparation of maintenance equipment, which are necessary for the jurisdiction of the Information and Communication Policy Bureau etc, and Institute for Information and Communications Policy. Coordinates the facility and distribution planning for the radio administrative equipment, which is necessary for the jurisdiction of the Information and Communication Policy Bureau etc, and Institute for Information and Communications Policy. Defines the standard within the Ministry for the radio technology related equipment, commodities, and materials.

10.Radio Monitoring Office, Electromagnetic Environment Division

Section	Responsibilities within the Jurisdiction
Coordination Section	Plans and designs the general policies of Radio Monitoring, outside the jurisdiction of other sections. Coordinates the office regarding design and implementation of Law Ordinances, and all other judicial affairs.
First Radio Monitoring Section	Plans, designs, promotes and coordinates the following items. A. Responsible for radio monitoring and correcting radio quality, and inspection of the unlicensed radio stations and equipment with use of high-frequency. B. Responsible for prevention or reduction of the damage from radio on the radio equipment and other commodities, Radio Law Article 102-11 (1) Regulation for Non-Compliance Equipment, and 102-13 (1) Radio Equipment Using Specified Frequencies. C. Stops the radio discharge from the radio stations, including the industrial facilities emitting radio waves. D. Inspects radio stations by ordering to discharge the radio, and checks the quality of the radio or the electricity power of the antennas. Receives the reports regarding the previous task from A to D, from the following Regional Bureaus and give them appropriate instructions; Hokkaido Bureau of Telecommunications, Tohoku Bureau of Telecommunications, Kanto Bureau of Telecommunications and Shinetsu Bureau of Telecommunications. Coordinates the reports from the Regional Bureau of Telecommunications, including Okinawa Office of Posts and Telecommunications regarding the Task 1 - A to D.
Second Radio Monitoring Section	Plans, designs, and promotes the matters on Task 1 - A to D under the jurisdiction of First Radio Monitoring Section. For Task 1 - A to D under the jurisdiction of First Radio Monitoring Section: Receives the reports from the following Regional Bureaus and give them appropriate orders; Hokuriku Bureau of Telecommunications, Tokai Bureau of Telecommunications, Kinki Bureau of Telecommunications, Chyugoku Bureau of Telecommunications, Shikoku Bureau of Telecommunications, Kyushu Bureau of Telecommunications and Okinawa Office of Posts and Telecommunications. Measures frequencies for the entrusted radio stations, including the industrial facilities emitting radio waves from the administrative tasks regarding the test and the calibration for the machinery of the radio equipment. Communicates with International Radio Monitoring Organizations.
Monitoring Facilities Section	Facility planning and improvement of the Radio Monitoring equipment. Maintenance of the Radio Monitoring equipment.
