1.Purpose of the Service

Radio frequencies are becoming very crowded today as the number of radio stations in Japan is increasing rapidly with the expansion of cellular phone use and other factors. In order to meet new frequency demand in a timely fashion, with regard to specific existing systems with specified periods of use of five years or less, the government of Japan pays a certain amount of compensation funded by spectrum user fees in order to encourage the voluntary termination of radio stations so as to facilitate the swift reallocation of frequencies (as stipulated in Article 71-2(2) of the Radio Law).

2.Outline of the Service

The Minister for Internal Affairs and Communications will, where the Minister makes changes to the Frequency Allocation Plan to which the following items apply, and when licensees apply for changes to specified frequencies or plan to abolish radio stations, provide said licensees with compensation for expenses within a normal scope incurred due to newly designated limits on frequency use periods, and provide other necessary support.


    (1) Changes to the Frequency Allocation Plan are made based on the results of evaluations performed as stipulated in Article 26-2(3) of the Radio Law, so as ensure the smooth opening of specified, publicly announced radio stations

    (2) When designating a limit on frequency use period, the allocation of all or part of frequency to a special specific new station is possible in five years or less (ten years or less, in the case of especially major economic impact) after the announcement of change of the Frequency Allocation Plan, etc.

The Minister for Internal Affairs and Communications, when ordering specific frequency termination-related services to be performed, assign the services to a registered party (a specific frequency termination-related service organization).

A specific frequency termination-related service organization may perform the following services:
        (1) Payment of compensation
            Compensation is paid in accordance with the compensation guidelines established by the applicable MIC ordinance.
        (2) Referral and consultation services
            Referrals and consultations are offered with regard to the particulars of service (1).
        (3) Information dissemination services
            Radio station licensees are provided with information on systems and procedures.
        (4) Other services
            Other duties are performed so as to ensure the smooth implementation of compensation-related services.
