Promoter System for Appropriate Radio Wave Use

The Ministry of Internal Affairs and Communications actively engages in radio wave supervision to eliminate illegal and unlicensed radio stations. But to improve the radio environment, these activities must reach local communities. The Promoter System for Appropriate Radio Wave Use was introduced in 1997 as a collaborative venture between the government and private volunteers to promote appropriate radio wave use.

There are currently around 700 promoters for appropriate radio wave use in communities throughout the nation.

1.Activities of promoters for appropriate radio wave use

Promoters of appropriate radio wave use are volunteers selected by chiefs of regional telecommunication bureaus (Okinwawa Office of Posts and Telecommunications in Okinawa. Same below.) who engage in the following activities in local communities to create a clean radio wave environment.

  1. Enlightment activities regarding appropriate radio wave use

    Promoters take advantage of various opportunities to promote Enlightment among local residents of appropriate radio wave use in order to create a clean radio wave environment.

  2. Introduction of consultation offices

    Promoters provide advice such as introducing consultation offices to radio wave users who wish to discuss disruption or other issues that interfere with radio station operations.

  3. Cooperation with the chief of the regional telecommunications bureau

    Upon request by the chief of the regional telecommunication bureau or Okinawa Office of Posts and Telecommunications, promoters participate in activities of the Ministry of Internal Affairs and Communications to protect and enhance the environment for radio wave use.

2.Selection of promoters for appropriate radio wave use

Promoters for appropriate radio wave use are selected by chiefs of regional telecommunication bureaus from among persons who have won public confidence and fulfill the following conditions.

  1. At least 20 years of age
  2. Has a certain amount of knowledge or experience concerning radio communications
  3. Has a deep understanding and interest in activities conducted by regional telecommunication bureaus concerning the appropriate use of radio wave, and demonstrates a willingness and ability to actively participate in this system
  4. Is familiar with the local area
  5. Has the ability to conduct the duties of a promoter
  6. Will not use the status of a promoter for political purposes or personal gain
  7. Is not a Ministry of Internal Affairs and Communications employee, a police officer, a coast guard, or other law enforcement official
  8. Is not a public servant or a candidate for public office

4.Rules

  1. Activity rules
    1. Promoters must not disclose confidential activity-related information to a third party. Promoters are bound to this commitment, even after completion of their term.
    2. Promoters may not use their status for political purposes, personal gain, or other unrelated activities.
    3. Promoters may not abuse their status.
  2. Dismissal

    Promoters may be dismissed in the following cases.

    1. Physical or mental illness that prevents or disables one from executing tasks.
    2. Excessive absence from activities.
    3. Violation of rules specified in (1) or orders under Radio Regulatory Laws.
    4. Misconduct as a promoter.
    5. Becoming a promoter through inappropriate means
