Spectrum User Fees

In order to allot the source of revenue of the expense (for Spectrum User Fees for common service) which the office processing from which a general-affairs minister receives a benefit considering the whole Radio station as a direct purpose about reservation of proper Spectrum User Fees takes, the Spectrum User Fees is to be paid here and there which received license of a Radio station every year.

A Spectrum User Fees divides a Radio station into ten kinds paying attention to the use form of the Radio waves of various Radio stations etc., and has defined the yearly amount of a Spectrum User Fees, respectively (the 2 1st clause of Article 103 of a Radio Law).

The jurisdiction range of a Regional Bureau of Telecommunication

The Regional Bureau of Telecommunications which take charge of a Radio station by the location, the standing place, etc. differ. The all prefectures a Regional Bureau of Telecommunication has jurisdiction [ all prefectures ] are as follows.

Category of the radio station

  1. Amateur Station

    A station in the amateur service (A radiocommunication service for the purpose of self-training, intercommunication and technical investigations carried out by amateurs, that is, by duly authorized persons interested in radio technique solely with a personal aim and without pecuniary interest.).

  2. Mobile Station

    A station in the mobile service intended to be used ship station, emergency position-indicating radiobeacon station, on-board communication station, aircraft station, land mobile station, portable mobile station, while in other motion or during halts at unspecified points on land.

  3. Space Station

    A station located on an object which is beyond, is intended to go beyond, or has been beyond, the major portion of the Earth's atmosphere.

  4. Satellite Basic Broadcast Station

    A station in the broadcasting-satellite service (A communication service in which signals transmitted or retransmitted by space stations are intended for direct reception by the general public.). In the broadcasting-satellite service, the term "direct reception" shall encompass both individual reception and community reception.

  5. Satellite Basic Broadcast Testing Station

    An artificial satellite station in the broadcasting experimental service.

  6. Coast Station

    A land station in the maritime mobile service (A mobile service between coast stations and ship stations, or between ship stations, or between associated on-board communication stations; survival craft stations and emergency position-indicating radiobeacon stations may also participate in this service.).

  7. Coast Earth Station

    An earth station in the fixed-satellite service or, in some cases, in the maritime mobile-satellite service (A mobile-satellite service in which mobile earth stations are located on board ships; survival craft stations and emergency position-indicating radiobeacon stations may also participate in this service.).

  8. Convenience Radio Station

    A station in the convenience radiocommunication service except for amateur service and Personal Radio.

  9. Base Station

    A station in the land mobile service (A mobile service between base stations and land mobile stations, or between land mobile stations.) located at a specified fixed point on land.

  10. Meteorological Aids Station

    A station in the meteorological aids service (A radiocommunication service used for meteorological, including hydrological, observations and exploration.).

  11. Mobile Earth Station

    An earth station in the mobile-satellite service (A radiocommunication service: -between mobile earth stations and one or more space stations, or between space stations used by this service; -between mobile earth stations by means of one or more space stations.) intended to be used while in motion or during halts at unspecified points.

  12. Portable Mobile Station

    A station in the portable mobile service intended to be used while in motion or during halts at unspecified points.

  13. Portable Base Earth Station

    An earth station in the fixed-satellite service or, in some cases, in the land mobile-satellite service (A mobile service between base stations and land mobile stations, or between land mobile stations), located at a specified fixed point or within a specified area on land to provide a feeder link for the land mobile-satellite service.

  14. Base Station for Portable Mobile Service

    A station in the portable mobile service (A mobile service between portable base stations and portable mobile stations, or between portable mobile stations.) located at a specified fixed point on land.

  15. Fixed Station

    A station in the fixed service (A radiocommunication service between specified fixed points).

  16. Premises Radio Station

    A station in the premise radio service (A radio communication service intended for use for internal on the premises.).

  17. Aircraft Station

    A mobile station in the aeronautical mobile service, other than a survival craft station, located on board an aircraft.

  18. Aircraft Earth Station

    A mobile earth station in the aeronautical mobile-satellite service located on board an aircraft.

  19. Aeronautical Station

    A land station in the aeronautical mobile service (A mobile service between aeronautical stations and aircraft stations, or between aircraft stations, in which survival craft stations may participate; emergency position-indicating radiobeacon stations may also participate in this service on designated distress and emergency frequencies.). In certain instances, an aeronautical station may be located, for example, on board ship or on a platform at sea.

  20. Aeronautical Earth Station

    An earth station in the fixed-satellite service, or, in some cases, in the aeronautical mobile-satellite service, located at a specific point on land to provide a feeder link for the aeronautical mobile-satellite service (A mobile-satellite service in which earth stations are located on board aircraft; survival craft stations and emergency position-indicating radiobeacon stations may also participate in this service.).

  21. Experimental Radio Station

    A station utilizing radio waves in experiments with a view to the development of science or technique. This definition does not include amateur stations.

  22. Artificial Satellite Station

    A station located on an artificial satellite.

  23. On-Board Communication Station

    A low-powered mobile station in the maritime mobile service intended for use for internal communications on board a ship, or between a ship and its lifeboats and life-rafts during lifeboat drills or operations, or for communication within a group of vessels being towed or pushed, as well as for line handling and mooring instructions.

  24. Ship Station

    A mobile station in the maritime mobile service located on board a vessel which is not permanently moored, other than a survival craft station. (Except for Specific Ship Station)

    25 Ship Earth Station

    A mobile earth station in the maritime mobile-satellite service located on board ship.

  25. Emergency Position-Indicating Radiobeacon Station

    A station in the mobile service the emissions of which are intended to facilitate search and rescue operations.

  26. Earth Station

    A station located either on the Earth's surface or within the major portion of Earth's atmosphere and intended for communication: - with one or more space stations; or - with one or more stations of the same kind by means of one or more reflecting satellites or other objects in space. (Except for VSAT (Very Small Aperture Terminal Station) and Control Station for VSAT)

  27. Terrestrial General Broadcasting Station

    A radio station which transmits terrestrial general broadcasting (which is general broadcasting other than satellite general broadcasting or wired general broadcasting) other than a development experimental station which transmits terrestrial general broadcasting.

  28. Ground Basic Broadcast Station of Non-Specified

    A stations in the broadcasting service (A radiocommunication service in which the transmissions are intended for direct reception by the general public. This service may include sound transmissions, television transmissions or facsimile.) (excluding Broadcasting Experimental Station) (excluding Ground Basic Broadcast Station of Specified).

  29. Ground Basic Broadcast Testing Station of Non-Specified

    A station in the broadcasting experimental service (A broadcasting service for experiments, research or investigations that are necessary for the development of broadcasting and its reception) (excluding Ground Basic Broadcast Testing Station of Specified).

  30. Specified Experimental Radio Station

    32 Specified Ship Station

    A ship station to be used exclusively on a low power channel.

  31. Ground Basic Broadcast Station of Specified

    A stations in the broadcasting service (A radiocommunication service in which the transmissions are intended for direct reception by the general public. This service may include sound transmissions, television transmissions or facsimile.) (excluding Broadcasting Experimental Station).

  32. Ground Basic Broadcast Testing Station of Specified

    A station in the broadcasting experimental service (A broadcasting service for experiments, research or investigations that are necessary for the development of broadcasting and its reception).

  33. Station of Special Service

    A station in the special service (A radiocommunication service, not otherwise defined in the Radio Regulations, carried on exclusively for specific needs of general utility, and not open to public correspondence.).

  34. Emergency Radio Station

    A station for only the purpose of emergencycommunication service established (it setting when there is a possibility of the situation of an earthquake, a typhoon, a flood, tsunami, snow damage, a fire, a riot and other emergencies occurring, or generating, and they being rescue of a human life, relief of a calamity, reservation of transport and communication, or the radiocommunication service of maintenance of order performed for accumulating).

  35. Standard Frequency Station

    A station in the standard frequency and time signal service (A radiocommunication service for scientific, technical and other purposes, providing the transmission of specified frequencies, time signals, or both, of stated high precision, intended for general reception.).

  36. Radionavigation Mobile Station

    A station in the radionavigation service (A radiodetermination service for the purpose of radionavigation.) intended to be used while in motion or during halts at unspecified points.

  37. Radionavigation Land Station

    A station in the radionavigation service not intended to be used while in motion.

  38. Radio Directionfinding Station

    A station in the radio directionfinding service (radiodetermination service which uses reception of an electric wave in order to determine a radio station or the direction of objective).

  39. Radio beacon Station

    A station in the radionavigation service the emission of which are intended to enable a mobile station to determine its bearing or direction in relation to the radiobeacon station.

  40. Radiolocation Mobile Station

    A station in the radiolocation service (A radiodetermination service for the purpose of radiolocation.) intended to be used while in motion or during halts at unspecified points.

  41. Radiolocation Land Station

    A station in the radiolocation service not intended to be used while in motion.

  42. Paging Station

    A station for the radio paging service located on land.

  43. Land Mobile Station

    A station in the land mobile service intended to be used while in motion or during halts at unspecified points on land.

  44. Land Mobile Relay Station

    A station in the mobile service between base station and land mobile station, or providing links between land mobile station, not intended to be used while in motion.

  45. Land Station

    A station in the land service, such as coast station, aeronautical station, base station, base station for portable mobile service, paging station, and land mobile relay station etc., where it does not move.
