1.Radio use is expanding.

Radio use has been increasing and diversifying in step with socio-economic developments and progress in information technology. Radio is now used in various sectors, and has become a part of our daily lives. We expect that radio use will continue to grow.

2.An environment suitable for radio use will support a strong information-based society.

RCellular phones, personal handyphone systems (PHS), and broadcast communications have become a part of our daily lives. While radio is a convenient technology, it is also prone to jamming, interference, and obstruction, if not used according to rules. We must create an environment that will not generate these problems.

3.Radio is a limited resource.

Although it is invisible, radio is a limited resource. The ITU Treaty and Radio Wave Law stipulate radio wave use so that citizens may use radio safely and efficiently.

Radio Monitoring Conducted by the MIC

The maintenance of a suitable environment for radio use is increasingly important as radio use expands. The Ministry of Internal Affairs and Communications provides various administrative services to protect radio use and secure a suitable environment for radio use that will support a prosperous information age.

Note that spectrum user fee collected since fiscal 1993 will be applied to expenses for these operations.
